Yes, solar power and solar hot water are two very separate installations and having solar hot water will not affect your eligibility for REC's. Solar hot water connects only to the plumbing and water functions, whereas solar power is connected to the grid and your home's electricity.

Solar can completely eliminate your power bill altogether, but it just depends on how large you want your system to be. Typically speaking a 3kW solar system will be suitable for a small home to go energy Neutral, and a 5kW is more suited to a larger home.
